I mean, if you're gonna "accidentally" shoot someone, don't you want to make it count? Then again, maybe Cheney's lawyer made a joke about troop counts or WMD's. "Hey, Dick, you shoot about as well as you prepare for wa. . . YEEE-OUCH!!!" At least that's what happened in my head.
