Speaking of No Winners . . .

Foreign Policy has just released its second annual "Failed States Index." There are no surprises. Four of the top (bottom?) five are African, with the sole interloper being, not shockingly, Iraq. As are six of the ten and and eleven of the twenty most failed states. ( Sudan is the most failed state in the world, which, again, will come as a surprise to no one.)

Today has been a pretty grim day of commentary here at dcat. Attribute it to either my foul mood or that, at least today, the world just looks a little bit craptastic from my office window.
